When Chula Vista signed a franchise agreement with its waste hauler in 2014, it could not have foreseen that a provision in the contract would tie its hands nearly a decade later when a labor strike unfolded. More than 250 sanitation workers walked off the job demanding better wages and benefits from their employer, Republic Services. The monthlong strike, which ended in January 2022, left thousands of residential, commercial and industrial customers in Chula Vista and parts of San Diego scrambling to dispose of their waste.
